It seems that links to certain files are broken if the user of a CHM has Internet Explorer 9 installed.
This is not an Adobe issue, as the poster reports, it also affects CHMs created with other authoring tools.

Create and manage categories in RoboHelp. Removing a category will not remove content.
Create and manage announcements in RoboHelp. Try to limit the announcements to keep them useful.
