PANTONE® PLUS Digital Libraries for Adobe are no longer free to anyone and require purchasing a separate app, the PANTONE Color Manager to get access to the latest Pantone libraries.

Having an option to get the latest libraries free as Creative Cloud subscriber would be a great addition.
