Software inbetween Indesign and Acrobat

Im working in a Company that uses MS Publisher for their Documentations and so on.
That Program is annoying me so much.
But its cheaper to have an office for all than indesign.

i think it would be great to have a semiPro tool for normal users.
if i could make some good Templates in indesign which could be used by this software
to create documents, add pages, use the textfields i gave, use the styles i gave.
just an easy to use tool which uses templates. Something inbetween Acrobat and Indesign.
That would be really cool.
Or is there something like that ?
