delete account

How can I delete an account completely?
The problem I'm having is I build websites for clients, I want to set up their account fully, however this can not be done. I would need to enter THEIR email address, and await them to confirm. What would be preferable is to set up under my own email, THEN change the account setting to theirs. However, this also can not be done as changing the account info only relates to password. Changing the email address here as well results in an error.
Therefore, I need to delete that account completely and set up again from scratch using the clients email address. How please?

    Maybe I should have also made it clear that there's a world outside of the US. I'm certainly not calling there from the UK just to have an account deleted. This system is a complete farce. I've even had to assign a new forum nickname here as the login as the previous one is seemingly inaccessible.
    Really... I have to call the US to have an account deleted or altered? No. One less developer and a bunch of clients using this system
