If one upgrades from IE6 TO IE7, IE6 disappears from one PC. So now he only has IE7.
I know there are for fee websites that let one test HTML.

What you really mean is how can you test your Dreamweaver created pages on your local computer. There are three ways to do that without risking contamination between the different versions by using hacks that claim to allow you to run multiple versions of IE side by side. They are:

A solution I use regularly is to use the sandboxed application streaming website http://www.xenocode.com/Browsers/ - which allows you to load:
ie6, ie7, ie8, FF3, FF2, chrome, Opera 9.6 and Safari 3
all at the same time through a simple plugin which you install so you can host the sandboxed environment on your PC. None of these apps effect your existing environment.
