I may be wrong but:

1. Until CS4, Illustrator did not support multipage docs. Whether CS4 can support a multi-page pdf is open to creation of the pdf.

Just checked, opening a multi-page pdf, it asks you which page... Caveat: the file was created from AI CS3.

No, even in CS4 PDFs will be opened as single page AI files. A script exists somewhere, that incrementally extracts al lthe pages and adds new artborads for them, though.
