Suggest program to make gif animations

Since Adobe's ImageReady is no longer in Creative Suite, I'm wondering which program to choose to make small, short gif animations? If possible - please include address where to download tutorial.

    Not sure which is the best program. I don't make them often but when I do I use Photoshop. You set the frames up and control the animation through the Animation Panel, then use Save for Web in order to preserve the animation.
