You need to do following things to get it working -
1. Install the new pxhlp driver from http://kb.roxio.com/search.aspx?URL=/content/kb/General%20Information/ 000070GN&PARAMS=
2. Turn off the sleep mode off in Windows 7.
Steps to turn off the sleep mode -
1. Go to control panel
2. Click on system and security
3. click on power option
4. click on change plan settings for Power saver
5. Set the "Put the computer to sleep" value to "Never"
Wow! That patch definitely cured the freeze/blam occurence. With some limited testing after following your instructions (and a reboot) the simple selection of Blu-ray in the Build panel, or the import of HD footage, does not cause a Windows freeze.
I'll have to see if I can import and render now, but that definitely made a big difference. Thanks.
I have - just once, a while ago. I tried to burn and it gave an error. I
gave up and didn't get back to it (the cause might not have been CS4, I
don't really know); now recently I've reinstalled on Windows 7 retail, and
haven't yet opened Encore; I don't have a need for Blu-ray projects at the
moment.
I'm hoping the Blam doesn't happen now with the final release of Windows 7
and the latest CS4 updates, but fortunately I don't need to use it yet.

Thank you for posting this answer! Afte crash after crash when tying to work with HD material I re-installed Win7 64bit, bought a better mainboard, tried faster memory, tried a new blu-ray drive and power supply before finding your post. I scoured the posts about crashing and hardware.
Cheers to you.
