can't find toplevel.as

Using Flash CS4, whenver I try to publish an actionscript 2.0 movie, I get this message:
The file 'toplevel.as', which is required for typechecking ActionScript 2.0, could not be found. Please make sure the directory '$(L
ocalData)/Classes' is listed in the global classpath of the ActionScript Preferences.

 

$(LocalData)/Classes is listed, and toplevel.as is in C:\Program Files\Adobe\Adobe Flash CS4\Common\First Run\Classes
and also C:\Documents and Settings\UserName\Local Settings\Application Data\Adobe\Flash CS4\en\Configuration\Classes

 

I am unable to add a new classpath.

 

What is the problem?
Browser: Firefox
Operating System: Windows XP Professional

    use google to search: flash cs4 toplevel.as win xp

    you could uninstall and then re-install your flash app.

    I was getting the same "can't find toplevel.as file" error message when compiling an AS2 movie,
    so what I did is I added the "$(LocalData)/Classes" class path string in the AS2 options in preferences
    and then the movie compiled just fine! hope this works for you
