How do you adjust the color balance of an image of layer?

The keyboard shortcut it ctrl-B, but you can find it in Image, Adjustments, Color Balance.

    Maybe I am just missing something, but I always use non-destructive corrections, where possible. This means using Adjustment Layers>Color Balance in this case. It can be associated with individual Layers, or can be global for the entire Layer structure of the image.

    Are you using CS4?  Because in CS4 it's in:

     

    Image -> Adjustments -> Color Balance
