I have read many comments on the web re Adobe offering free upgrades to persons purchasing CS immediately prior to a new reference release. Is there an official response on how long the period prior to release is and does this apply to student versions (I was advised that the student versions are not upgradable)? Thanks,

Just to clarify that (not that Dov usually needs that) Academic versions can't be upgraded to new academic versions. They carry rights to upgrade to commercial versions however. Point is that as long as you academic eligibility, buying a full new academic version is usually cheaper than upgrading to a commercial version.
Of course, this is the current policy and could change with any future releases.

It seems to me like you are asking about a post-announcement upgrade for an academic version. The information here leads me to believe that you can get the free upgrade with a student version.
This upgrade policy applies only to single-user retail and educational versions. Tryout, Beta, Not For Retail (NFR), and bundled OEM versions are not eligible for upgrade.
What I don't know is if the grace period for CS4 > CS5 has started now, with this pre-annoucement or if this policy doesn't take effect until the 12th.
