You haven't given us much to go by, here. What are you doing and what exactly does happen when you do it?

First, its not really "click & drag" -- its just "click the crop button".

That said, in the editor it seems work ok if you try and drag it, but  that is not really what you want.  Just click it, let the button back up then

move the cursor over-top of the photo.

There should be no delay in the editor -- I notice a delay if you try and crop in the organizer -- and that one will NOT click+drag, so just click it and wait a couple of seconds.

Personally I don't like the organizer's crop tool, but if I had no other editing to do I would probably use it.

Select the crop tool in the toolbox, then click its icon at the left of the Options bar and choose Reset Tool.

    See if that helps any.

Which version of Windows are you running?

After selecting the crop tool how are you setting the parameters on the top tool bar?

    i.e maintain photo ratio, 1 x1, 4 x 6 or custom etc…..

This will make a difference to behavior of the crop tool.

Then delete the prefs: quit the editor, then restart it while holding down ctrl+alt+shift. Keep holding the keys down until you see a window asking if you want to delete the settings file. You do.

I might add that I prefer to crop with the marquee tool: drag a marquee, then go to Image>Crop.

Just a workaround - Try Crop from Organizer.

I'm use PSE 9 for Mac, and the familiar Crop Tool on the left column isn't there any longer - it's just an option under the "Image" tab across the top.

Is there something I'm missing - or is this an "enhancement" for 9?

It's there. Click and hold on the Recompose tool and choose it from the popout menu. Many tools are tool groups with several tools in the same toolbox slot. You can also bring up a particular tool by clicking its keystroke repeatedly till you get the one you want. In the case of recompose/crop, just tap the C key until you see it in the toolbox.
