These 2 images are from the same computer, different login, CS3, the menus are different. Why?

Workspace settings. See show all menu items at the bottom of the menu? Probably just as simple as setting the workspace back to default (Window > Workspace > Default Workspace).

2 different 'logins' = 2 different sets of preferences.

That is why one has a 'login'.

That is safe computing.

Apple menu > System Preferences > Desktop & Screen Saver > Desktop > Translucent menu bar

no rick, she is asking why the options IN the menu are different, not why thy look different.
