Interactive scrolling content

What I'm trying to accomplish is horizontal scrolling content that is made up of a component with multiple states. The states are basically a background image (state 1) and overlays that highlight specific parts of the background (state 2-10) and 9 buttons that would activate the states. Is there a specific order I need to build the components in? Any help is appreciated.

    Could you describe the user interaction further?

     

    The user would scroll horizontally.  What would they see?  How would they interact with the content?  This will help the community jump in with some answers.
