Flash Ad Creation and Website background

I've seen this background on a site and would like to use it in banners and possibly as a site background. I have tried working with various layers in Flash and just can't seem to replicate it. Any info as to how it is created would be much appreciated. I am a designer of 12 years plus but a bit of a novice when it comes to Flash unfortunately so be gentle.
