Can not create account for Adobe Certified Community

I have just completed the Photoshop CS4 ACE exam, and I can not create an account for the Adobe Certified community.I enter in all the information from my score report and I keep getting this error message: "We could not find a user meeting the specified criteria. Please review the criteria and try again."
