Elements opens but top of screen hidden

When I open Organizer Elements 7 (Vista Home Premium) the usual page shows up, but the top half of the page is above the top edge of the monitor.  And I can't get the cursor to get up there to grab the window to move the window down or to resize it, in fact I can't get the cursor up to any of the controls.  Any suggestions would be welcome, thanks.  fyi, opening Editor works fine.

    Go to the control panel and check dpi scaling under Appearance or Display.

    It’s not uncommon to see a setting of 125% or higher to improve screen readability but PSE9 requires a dpi of 96 or 100%

    Whilst the Editor Menu will appear at 120% the Organizer Menu (and the advanced button in downloader) won’t.

    Try a setting of 115% or 116% otherwise 100%. A common display resolution, notably for notebooks/laptops and netbooks is 1024 x 768 but PSE9 requires a screen height of 800 for full functionality.

    thanks for getting back to me.  My setting already was 96 dpi (100%) so I changed it to 120% and then changed that back to 120%.  But when I opened Organizer (PSE 7) I still had the same problem.

    OK at 100% it should be fine. PSE has it's own icons (top right) for minimize/maximize/close.

     

    What is it you can't see?

    Sorry I've never seen that in any Organizer view.

     

    Is this not a repeat of the problem you had in 2009 when John Ellis provided an answer?

    Indeed it is.  Here is the fix he gave me, and it works

    Some quick experiements indicate that the last window position is stored in
    C:\Users\user\AppData\Roaming\Adobe\Photoshop Elements\7.0\Organizer\status.dat. 
    Deleting that file should reset the window position.
    I  have since started using Evernote, so now I know exactly how to retreieve this for next time thank you (and J Ellis) very much

    Does anybody know how to fix this exact same problem on version 9.0?
