I experienced the same problem on my Win7 Pro SP1 x64 lenovo T410 laptop with Intel HD Graphics. There was no video driver update available.
I followed the instructions in this topic: http://forums.adobe.com/thread/853591 (step #4) and went back to version 10.2.
Problem solved. I just have to remember not to do any updates to flash player when prompted. I'll come here first to make sure the problem is fixed.

A patched version of FP 10.3 is currently being beta tested by a few users. If successful, it will be up to Adobe to decide when they are ready to release it.
See this topic for more info: http://forums.adobe.com/thread/853591
I'm one of the testers and so far it seems to be working, but I've only had it a day.
Hi, Several people on the threads here that have the FP 10.3 vs and using IE9 are doing this:
Turning off Hardware Acceleration in IE9 when using FP 10.3.181.14
I don’t know if somebody has suggested this or not but what I did to make Flash 10.3 work on my IE9 (32 bit on a 64bit Windows 7) was to click on the gear icon, then click on “internet options”, then “advanced”, then finally uncheck “use software rendering instead of GPU rendering” finally you must close IE9 for the settings to work"

Hi.
I have had the same problem I uninstalled flash player using adobe's uninstaller and installed the latest version.Hey presto working fine, give it a whirl as trying to instal previous versions got me no where, and it doesn't take a minute, and if it doesn't work nothing ventured and all that. I have a Dell xps15 laptop.
