F4V is almost similar to the basic mp4 ISO specification. F4F is a fragmented version of the F4V where the audio/video data is stored in mutliple mdat files instead of a single mdat, so that the files can be delivered in chunks, and can be 'appended' while playback.
Yes, if you are able to spec out your own F4f, i think you should be able to add DRM support much like what it is now.
