Is there a way to make the remote control toggle in onlocation (CS5) default to being on rather than off when onlocation is launched? There have been several times when I forget to turn it on and missed part of the recording. Usually after it has crashed. It would save me from having to go back and recapture from tape.

The state of this feature should be persisted, and prompted by your post I double-checked that it is. Even if the camera signal is lost and regained, OnLocation "remembers" whether the Remote Control Toggle was enabled or disabled the last time a camera was connected.
One possible explanation for this setting (and others) not getting persisted would be crashses: if you change any setting during a session that eventually ends with a crash, then the changes you made will not be preserved.
Of course, if OnLocation is crashing regularly, then there's a much bigger problem than settings not being preserved. Have you entered a bug report regarding the crashes, and have you submitted crash reports? Can you provide steps to reproduce the crash?
Also, if you are deleting the application settings following a crash in order to clear the decks before restarting, then it's to be expected that this setting and all others revert to the factory defaults.
