I'm found this site and was both impressed and confused.
My web knowledege isn't the greatest and couldn't work out how the people that designed this were achieving this effect. Any clues? Bare with me as any comments may need to be broken down into very basic web english... Its seems as though it could be quite simple but a case of knowing what sort of script to use etc

I tried it on IE 8 and it worked fine. But on IE 9 it doesnt work at all like you said.
I was going to try and replicate a similar site... but what would I have to do in order for it to work in IE 9?
I can't tell you how to fix it for IE or any other legacy browsers. Suffice it to say, it's an interesting proof of concept but I wouldn't consider using this model for a real web site. The scrolling gimmicks (when they work) are dizzying and distracting to the primary message (whatever that is). I can't even imagine viewing this on a small screen Smartphone or Tablet.
Just because you CAN do something doesn't always mean you SHOULD.
Even the big boy browsers are still trying to catch up with CSS3 and HTML5 specifications. Until they do, and the older browsers are completely gone, I don't see any upside to building sites that can't be viewed by the majority of users. Can you?

No Need to be impressed and confuse I also agree it’s different and get few shocked but facts has mention above use of CSS, J quarry, HTML5
And no more effecting on IE
