Cant get any videos to run smoothly with Flash

I am currently using Windows 7 64 bit, have tried Flash 10.3 on a 32 bit browser and Flash 11 on a 64 bit browser and a 32 bit browser.  Tried restarting and all.  All my videos end up looking extremely grainy like so

Any ideas on what I should do to fix this?  The computer is brand new just bought two days ago, and this is really starting to annoy me haha.
