Backgroud image-repeat issues

I am looking at this very appealing site: http://www.festivalcreative.com/

 

I see that there is a whole image attached to the background-the light blue(with the gradient i mean) and in the bottm there is drawing from a luna park.

 

I knew/know that so big images in the background must be avoided because they increase the download time-that is why the css repeat property exists in the first place.

 

Is the above view considered(somehow) obsolete today-which the download speeds have increased?

 

I see more and more sites using big background images?

 

What do you think?

    That background image does repeat and is well crafted with only a few indexed colors. It is only 110kb.  Download speeds are still a concern (especially with the mobile web) and this site has done well to address that.
