Dynamic Layout

Hi, First of all sorry for the grammatical mistakes - i'm not english.

I saw these two websites and i note a particularity: both are organized with the background of the site which remains lock when the other elements moved with the scrollbar.

in the first link you can see the name of the designer - on the left - which remain lock while the other elements slide, "leaving" the logo name in its originary place.

In the second one all the elements move while the background stay still - althought the animation of the clouds.

So my question is, How can i get this results? Using DreamWeaver or Flash?

Please help me. thank you

    Web design can be divided into 3 parts:

     

    HTML = content

    CSS = style, layout

    JavaScript = animation, interactivity
