Have tried unistalling Premiere Elements 9 several times have even created 15g of extra drive space for files to be moved around durring the process.But everytime it gets to about 99% and then reversees everything and does not delete.... ARGHHHH.. I am about ready to just go into my C:\ and delete it the old fashioned way but I know that it has installed itself into other areas and would like it to back itself out. Any ideas???

In that case I would first of all download some 3rd party Windows cleaner from someone like PCTools, then just delete the folder containg the Premiere application and any other folders with the Adobe Premiere data files (prel, autosaves etc). After that use the PCTools clean up programmes such as Register clean etc.
There is no way that PRE takes 15G of space. But over the time when you create projects, it stores cache data to AppData location. These can safely be deleted even if you want to use the product further and this is the place where most of the GB's are dumped which sometimes annoy most of the folks.
Location is
C:\Users\<UserName>\AppData\Roaming\Adobe\Common\Media Cache
C:\Users\<UserName>\AppData\Roaming\Adobe\Common\Media Cache Files
Or from PRE, go to Edit>Preferences>Media...>Clean
This will remove dumped data from the location specified above.
