Adobe AIR

When I try to launch a program on my computer that I have use din the past I get an error message "This application requies a version of Adobe AIR which cannot be found."  I went to my Programs and Features section of the control panel and I have Adobe AIR 3.1.0.4880 listed so I did an install and it still won't work.  So when I try to uninstall I get the same message, "This application requires a version of Adobe AIR which cannot be found."  What the hell?  I can't even uninstall it.  This is completly frustrating and I'm not good at  logs and that sort of stuff so I don't know what to do to fix the problem so I can use the program that needs the damn Adobe AIR.
