I have the following problem with Flex Builder 3, when i run
application (i get the same error for various applications) in
debug mode most of the time i get the following error:
"Unrecognized Windows Sockets error: 0: JVM_BIND"
Why is this happening, can someone help me solve this
problem?

What is the version of the flash player(plugin) you are
using?
Could you also let us know if you are using the standalone or
the plugin version of Flex Builder? If it's plugin, could you let
us know what is your JVM version is?
I am using Flash Player 9.0 r60 and standalone version of
Flex Builder 3 on Windows Vista with Java Runtime Enivironment 6 .

I'm having the exact same problem with Flex Build 2.0.1 on
Vista.
I get this message only after running the debugger once. The
first time it works, the second time I attempt to run in debug
mode, I get the error message.
It seems that the flash player is holding onto the socket. I
upgraded the debug version of Flash Player from r28 to r45 and the
same problem happpens.
This also prevents the debugger in the Flash CD3 IDE from
working - I get a similar message that the socket needed to debug
is not open.
I uninstalled Java 6 and the problem also happens if Eclipse
is running under Java 5 (1.5.12).
This is a REALLY annoying problem as I have to keep
restarting Eclipse if I want to use the debugger.
My story is something like this: I installed NOD32 because I
had problems with a virus attaking my Yahoo Messenger and after
doing a full scan of my hard drives I get same pb as you guys.
First it's working to do my debugging. When I close the debugging
session and start it again the error occurs. I have to mention
another thing that I just remembered: when I started first time
Flex after all the scanning, Windows asked me if I want to unblock
the connection! - maybe this is it. I hope someone will see this
and post here the solution!
For those how are having this problem, it seems that the beta
version of the next release of NOD32 fixes this issue. You can
