Creating Animated Gifs

Hi I am wondering if it is possible to create a flash animated gif generator whereby a user uploads three different images and they are then compiled and exported into a three frame animated gif?

    i have been messing around with somthing like that.  it is not really a programe but it wound up being a animated gif.
