Looking for a way to create basic html to go into an email.

Can I set DW CS5.5 to just do this

You can use Dreamweaver to develop the code for the HTML email, but it won't do it for you. Your best bet if you don't know much about coding, is to use the free templates available with many email marketing clients, like MailChimp.

Alternatively, if you can get an old (Pre CS3) version of Dreamweaver, it may make the inline code you are looking for.
