Any way to transfer effects settings on one layer to another?

Cutting my teeth on AE and am wondering fi this is possible. See pic for what i mean.question.png

    Simply copy&paste the effect.

    You can copy from the Effects Control Panel, from the timeline with the effects selected, or you can select everything you want to transfer to another layer and create an animation preset. If you are doing repetitive tasks, or creating something you might want to use in the future, I would highly suggest that you research creating animation presets. I make them all the time and it saves hours and hours and hours of production time.

    Try putting the effect on an adjustment layer. Then precompose the adjustment and text layers to put them over the background.
