You can copy from the Effects Control Panel, from the timeline with the effects selected, or you can select everything you want to transfer to another layer and create an animation preset. If you are doing repetitive tasks, or creating something you might want to use in the future, I would highly suggest that you research creating animation presets. I make them all the time and it saves hours and hours and hours of production time.
Unfortunately when i copy/paste the effect, it doesnt copy over from where the settingslast let off, it starts right from the beginning of the effect again. To give you an idea of what i'm wanting to do here, the lightsource in the effect travel from left to right in the first layer, then a new word appears in the second layer with the light source staying where it left off at in the first layer for consistancy.
