The curser tip is crosshairs and reseting or changing preferenceswill not change it back to standard circle. What can fix this problem?

I have had this problem many times with PSE 9.  PSE seems to sometimes ignore my preferences and chooses to do what it wants.  Even if I make no changes sometimes suddenly the appearance will change.  No matter what I do it won't change back to what I want.  I can exit PSE and restart and that also doesn't fix it.  I can reboot Win7 64-bits and that doesn't fix it.  Then just as suddenly as it stopped working correctly it will later appear correctly again.

    Hi,

Have you checked your Caps Lock - that can change the cursor.

Also, if the brush size is too small it can change to cross hairs - try increasing the brush size.

You can set the tool pointer preferences from "Edit Menu>Preferences>Display & Cursors". For more help refer to

    http://helpx.adobe.com/photoshop-elements/using/tools.html#set_the_app earance_of_a_tool_pointer

Also want to let you know that shortcut Capslock is used to "toggle between standard and precise cursors in some tool pointers".So if you only seeing the cross hair as your tool pointer , then this is because your caps lock key is pressed.
