There is feature that allow you to see the layer in 3D but if you don't click on the X right way it will not let you leave the feature. It does make look like it frozen. I found click at very tip of the X only way to leave that feature. I was able to replicate the issue with each layer that let me enter this 3D feature. I hope this help I'm don't know what do call this 3D layer feature this new to me.
