i understand nothing about script
but is there a way to record a script?
i mean like an action
for example click and select a tool , the hand tool , and let photoshop write the script (that have the command to select the hand tool)
or is there a tool to convert an action to a script?

If you are willing to learn you can certainly post over there and ask for advice both on the resources about Scripting and Scripting matters.
If you haven’t already you could begin by starting to read »Adobe Intro To Scripting.pdf«.
X has made a Xtool kit available. In it there are many Photoshop scripts and labrary function for Photoshop scripting. One of the xapps is a script named ActionFileToJavascript.jsx
