Welcome to the forum, though, as John T. states, it's the wrong forum.
While business cards can be created in Photoshop, and probably Photoshop Elements, if you are doing much of that work, you should look into a page layout program, such as Adobe InDesign, as it will do a better job. You can do your Images in PS/PSE, but for the layout, and Type handling, InDesign will do a much better job.
If you are handing off your creation to a commercial printer, you will probably be best doing that as a high-resolution PDF. If you are printing the business cards yourself, on an inkjet printer, say using the Avery Clear-Edge business card stock, it will not be so important.
One possible problem, if going to a commercial printer from PSElements, is that it can only work in RGB Color Mode, where most commercial printers will want CMYK Color Mode, and PSE cannot work in CMYK - but Photoshop can.
