Realized I should ask this question in DreamWeaver, not HTML5 group.
I just completed a site - it's huge for me, over 100 pages, 160+ before it's through. Using WebAssist (SecurityAssist, Universal eMail, DataAssist) products and a tech support guy there said I should be using includes for my nav menus, not library assets. I figure he's right, there's got to be an easier way. Every change to these library assets requires me to upload each and every page.
What are includes and how do I easily convert my library assets into Includes in DreamWeaver CS5.5? This is a php site and is already live!!!

IMO Library items are junk. They're not flexible and as you said, you have to republish every page that uses them. I would remove them all and replace with SSIs.
