PDF Tags and Accessibility

Hi,

 

    According to my knowledge whenever i open any pdf file which is not tagged, Reader itself adds tags for easy navigation i guess and when i close it those tags are not preserved(saved basically). Is it possible that using some API, i can extract those tags along with the content for those tags while PDF is open?
