Film look is best created with the correct camera during the shoot, using primes, extensive lighting, dolly and crane, etc.

NewBlueFX Video Essentials (http://newbluefx.com/video-essentials.html). You can also try to create the filmic S-curve using the RGB Curves effect.

Just about every third party plug-in vendor that provides a bundle of effects includes some kind of film-look plugs.

It's really hard to overlook Magic Bullet Looks, though, IMO.  It includes dozens of presets, has additional presets available for purchase through fourth parties (See some on Toolfarm.com), and renders quickly using the GPU.

When I get a chance to talk to the DP, I ask them to shoot flat or linearly.  That gives me more options in post to add the s-curve that Bob mentioned in the above post, along with the other tricks that make digital video look similar to film.  Once a look is baked into the media, it's difficult to remove it.

Also check out NewBlue FX "Film Effects" (http://newbluefx.com/film-effects.html). Jim makes a great point about shooting flat if you plan to add a film look in post.
