Need help with scrolling text panel in Indesign

I am trying to create a scroling text panel in Indesign CS5.5. I have follwed the tutorial to the T but when I go to open my Overlay Creator panel the Pan and Zoom option is grayed out so I cannot click it and create the scrollable text. I have my text pasted into a rectangle and I just want to know how to make it scrollable. Thoughts?

    Did you use "Paste Into" to paste the text frame into the rectangle frame? Did you select the rectangle frame and then click the Pan and Zoom (v18 and earlier) or Scrollable Frame (v19)?

    If you're seeing "360 Viewer," you're using an old, old version of the prerelease tools in which scrollable frames don't work.

    It's a DPS feature only. Doesn't work with PDF or SWF.
