What is the easiest way to create a vector of this image?

    Umm, no. Sorry, if this really needs to be vectorized, you have to redraw it from scratch the hard way. However, it looks like a 3D rendering, so chances are one could export a projection/ planview from wahtever CAD program it was created with and work based on that.
