How do I determine the project setting to use for a DVD that has recording taken from my television?
What if I have th DVD recorder attachd to the TV and record that way? Will this work OK? I think what you said in your response is that I record to DVR that is part of system like DISh and then I playback the DVR and record to the external DVD recorder things don't work so well. Is this a correct interpretation?
What I do with mine is to connect its component output to my Canopus ADVC300 analog/digital converter and capture into my PC with WinDV or DV Capture Live (both free).
Then I import the media to a project with DV Standard settings.

When working from DVD-Videos, this ARTICLE might be helpful - All VOB's (the container for the MPEG-2 files in a DVD-Video) are not created equally.
Most DVR's write a VOB 01, that is not up to the DVD-specs. That can create a problem for PrE (and also PrPro), and if you have issues, please do follow Neale's advice.
