capturing footage

My system is not allowing me to capture footage. It usually states that the device is offline. At times it will show and allow me to bring in footage, although this is extremely irratic. I have never been able to be able to control the playback device through premiere, or any other program. My computer, however, does read the playback unit. I am trying to use my XL2 through firewire to bring in the footage. What am I doing wrong?

Thanks so much for the help. I didn't corralte the issue to be with Windows 7. Up and running and very happy!
