The Crop Tool has a nice cross hair to mark where cropping will occur but other tools like the Ruler have a cross hair but the arrow marks the action point. The Type Tool has what appears to be a standard typing cursor but the arrow points to the bottom of entered characters. It would help if all tools used a common pointing method.
If you haven't already tried this, you might like enabling Precise cursors in the Cursors preferences (note that there are seperate settings for painting tools and other tools). This will give you a crosshairs for all your tools so you can see exactly where they're pointing, but comes with the downside that the cursor will no longer provide an indication of what tool is selected. You can also enable precise cursors using the Caps Lock key which allows you to toggle them on and off quickly.
I was not aware of the "Precise cursors in the Cursors preferences", but I would not like to lose the indication of what tool is selected. A major problem with Photoshop is that is is too "modie", that hard to fine commands have changed something.
