Unable to update book thumbnail

I am trying to update the thumbnail along with the book being update. But it is not updated in ACS i have tried the following syntax:

<thumbnailData> Base64 encoded binray of image</thumbnailData>

and also

<thumbnailLocation>path of image file</thumbnailLocation>

PDF files is update successfuly but thumbnail image is not being updated. PDF and image files are located on same path.

Not sure what's going on there, however if you just want to update the thumbnail image (but not path), why not just replace the file on the server?

Jim, Thank you for guiding me.

Actually want to replace thumnail with along with the book being replaced using request xml as:
.........
<package action="replace" .........../>
<dataPath>.............</dataPath>
<thumbnailData> Base64 encoded binray of image</thumbnailData>
OR
<thumbnailLocation>path of image file</thumbnailLocation>

Book gets repaced successfuly but image is not being replace . I don't know whts going wrong.

Is ther any other way to replace the files on ACS server instead of using Packaging Sevice.

NOTE: I have written .NET to ACS communication protocol and using that to add or modify the books and distributors on ACS.
