Getting a strange halftone and/or strobe glitch when exporting

I have tried exporting several formats, and they all have the same problem. Check out the following link and you can see a blue overlayed problem at 0:05, 0:38, 0:43 and 0:53. What could be causing this? It does not exist in premiere.
