I use iMac i7, 8GB, lion 10.7.3.
I have photoshop CS4, CS5, and CS6beta installed.
I note that, in the user library are only empty folders for all the photoshop plug ins, regardless of version:
user/library/application support/adobe/adobe photoshop cs6/presets/ actions, ( or brushes, or gradients, etc.These folders are all empty. This is true for each version of the application.
Instead, all the presets are stored in the applications folder for each version. IS THIS CORRECT?
Should I change this or try to eliminate certain redundacies??

The default location for saving Presets is user/library/Application Support/Adobe/Photoshop (version)/Presets. If you have presets saved there they migrate. If you have saved to Applications/Photoshop/Presets you should be able to use Import, but you have to select each folder and import. Imported presets are added to the default user/library location.
It's best not to mess with any existing folders on your system.
Thanks for information. I did not choose the application folder as location of the presets. Perhaps i did so unknowingly.
Discovered this when i saved a swatches set and found that it was not saved in "my usual" folder and I found it in the user library folder in the appropriate preset folder. It was then that I became aware of the situation. When i attempted to load the new swatches set, it was not present on the drop down menu in the swatches palette.
I am not certain I understand what you mean by "import" to the user/library folders.
