Sorry, I should have included that information with my original question. I have PSE 10 and I'm running Windows 7. I have used the effects panel numerous times in the past with no difficulty. Now when I sign on the subcategory appears biefly and then disappears altogether.
So all I need to do is delete this file?

I don't mean to belabor this, but I enabled the viewing of hidden files and I followed the link...there is no mediadatabase file to which you refer.
When I click on Locale\en_US, I see:
application_swfs
Plug-Ins
Support files
I have opened each of these and don't find the appropriate file.
Can you offer me a plan B?

Might be ThumbDatabase.db3 file may not have been rebuilt by Photoshop Elements.
Do the following.
1) Close Photoshop Elements.
2) Navigate to the following location and look for the ThumbDatabase.db3 file.
C: > ProgramData > Adobe > Photoshop Elements > 10.0
3) Rename the ThumbDatabase.db3 as ThumbDatabase_old.db3.
If necessary, you can revert to the old ThumbDatabase.db3 file by changing ThumbDatabase_old.db3 back to ThumbDatabase.db3.
4) Open Photoshop Elements.
The program may take a while to become functional, as it has to rebuild the ThumbDatabase.db3 file.
I have loaded a new Action to my PSE10 (Windows 7) and I keep getter an error message:
if your image is of general interest, such as a landscape, use action: "general interst glow". if your image has a particular area of interest such as a person standing in front of a general landscape use C.O.I. glow. (Center Of Interest)
then it has a "STOP" button...
I can't seem to apply the new action to my photo...
it is called Gothic Glow
