is it possible to ##change the off-line URL storage name?

Only by moving the images within Elements. Otherwise the file path will point to the original port, assuming a USB or Ethernet connection.

I'm sorry I'm a new photoshop user and I didn't understand your reply. I
probably didn't make my question very clear. When I setup my off site
storage the personal URL I used the name harleysr1 therefore my URL is
http://harleysr1@photoshop.com //harleysr1@photoshop.com I want to change harleysr1 to something
else. How can I do this?

Yes you can change it.

Log in with your id on photoshop.com.

Under Me->My account - there is a field named username. Change it and check down the same page with something called 'Link for your ....gallery' where you will see new URL name,
