huge gap in pages.

I have a multi page document. As I am moving down from one page to another, there is a huge, huge gap between page 15-16 and 17-18.  Page numbers are correct, but there's about a ten page gap between them. See the gap in all zoom levels, so even in show "entire pastboard" there's this huge gap.  I really hate it as I am trying to edit an article and need to see how the pages relate to one another as I move between them. 

 

What is this?
