On the options bar for the brush tool, there is a little arrow, top left. Click on that, then reset the tool. That may fix it.
Another thing to try is to select one of the modes, then use the arrow keys on the keyboard to scroll through the various mode options. On my system, "normal" is the one at the top in the list.
