I can't get the circle when I use the clone or sponge tool.  I only get crosshairs.  Why?

I can't get the circle when I use the clone or sponge tool.  I only get crosshairs.  What am I doing wrong?

    Turn off your Caps Lock key.

    I tried that.  I still don't get the circle.

    Edit...Preferences...Display & Cursors, and select either "Normal" or "Full Size" brush tip.

     

    Added:

    Also be sure the size of the brush is large enough to display as a circle -- increase the size.
